South Windsor Public Building Commission
Minutes – Regular Meeting – June 11, 2014

Members Present:  Howard (Hap) Fitts, James Neary, Carol Kelley, Charley Lyons, Tim Wentzell, Edward O’Connell and Keith Yagaloff

Also Present:  BOE Representatives, Dr. Carter, David Joy, Chris Chemerka, and Patrick Hankard; Strategic Building Solutions representatives Marc Sklenka and Chuck Warrington

Chairman Fitts called the meeting to order at 6:00 PM.

Approval of Minutes:  A motion was made by Mr. Neary, seconded by Mrs. Kelley to approve the minutes of the June 4, 2014 meeting.  Motion approved unanimously.  

Commission members discussed the information presented by Strategic Building Solutions in response to their review of the eighteen companies that submitted their qualifications for the Orchard Hill Elementary School project.  SBS reviewed the data provided as well as a ranking sheet, ranking each of the companies’ submissions based on a set of five criteria.  Mr. Fitts noted that if the commission selects six companies at the meeting, they would plan to interview four based on their response to the Request for Proposals.

Commission members reviewed several of the firms with which they have familiarity based on projects completed within the town.  

Mr. Sklenka and Mr. Warrington answered questions posed by commission members regarding the ratings and explained the process utilized to rate the firms based on the criteria presented. Dr. Carter provided feedback regarding several of the firms based on conversations that she had with superintendents.

A motion was made by Mr. Neary, seconded by Mrs. Kelley that the Public Building Commission send Requests for Proposals to the top six architectural firms as recommended by Strategic Building Solutions; SLAM Collaborative, Tai Soo Kim Partners, JCJ Architecture, Moser Pilon Nelson Architects, DRA Architects and Antonozzi Associates.  

Commission members continued to discuss the firms on the listing as well as the next steps in the interview process and posed additional questions to SBS regarding their recommendations.

Motion passed unanimously.

Requests for proposals will be sent to the six firms with a due date of June 18th at 2:00 PM.  The commission will meet on June 18th at 6:30 PM to review the RFP submissions and determine the four architectural firms to be interviewed.  Interviews will take place on Monday, June 30 starting at 4:00 PM at Timothy Edwards Middle School, Alt 6.

At the June 18 meeting Attorney Markowicz will also be present to discuss the potential for RFPs for owner’s representatives with the commission.

There being no other business to come before the meeting, the meeting was adjourned at 6:50 PM.
